It seems to me that he bit his tongue for several months while Law and Justice were railing against the BPH/Pekao merger, including some pretty idiotic statements about the primacy of EU law (as quoted in the Economist). Considering Balcerowicz's reputation, as compared with (as you put it) "Law and Justice's insatiable appetite for a scrap", I'd place the blame on the government.
