Now he may concentrate on developing the new Pro Patria and Respublica Union (IRL) - most probably as its leader. Also, the IRL cabinet members are relatively expendable, which might enable Laar to be both in government and in opposition at the same time. Reform wants to groom its ministers for future stardom. Paet got a lot of votes.
